Thank you for this post.  Social Media and all Web 2.0 is a tool.  We, humans, use tools to get things done.  Hopefully, more people will begin to realize that the technology is not the panacea of open government.  It is a part, but open government, transparency, and all the rest is really hard.  If it was so easy, it would have happened already.
