		<description>On a visit to my native Peru when I was young, some relatives were discussing dinner options when I suggested cebiche--a lemon-marinated, raw fish dish. They were scandalized: &quot;You cannot eat raw fish after 4PM!&quot; my grandfather told me. &quot;It&#039;s terrible for you!&quot; Having grown up in the Northern Marianas, and just come through Japan, I was dubious. I spent the entirety of the trip asking people why, exactly it was harmful to eat fish after 4PM. No one knew.

Just last year, on another visit, an attorney friend explained that in a not-so-distant past, fish were delivered quickly to the sierra, but due to the predominance of ice boxes, perishable items such as fish were not served past the hour of 4PM as a precaution. The notion was internalized and eventually, the people forgot it.

I have not verified this, but if that mentality of unquestioningly latching on to the past is that prevalent, the question of why trying to do business in my country is such a nightmare is no question at all.
